    Not a proof. It is either polished or plated.

    Either way, any numismatic value is shot.

    IMO, it looks plated based on the pics. Some plating materials are magnetic, so you could see if it sticks. Even if it doesn't, there's still a chance it could be plated.. You might also look at the edge to see if there are dull spots that could be missing the plating
