1980 Topps BB Cello Pack Question

Just bought a PSA graded 1980 Topps BB cello. The card on the bottom is from the same sheet as the Rickey Henderson card. In the pop report, they have packs with him on the top and and on top and back, but none just back only.

I thought that cards from three sheets were always on top, and cards from the other 3 sheets were always on the bottom? Am I off or is that for years other than 1980?

    There's two versions of cellos for 1980... loose and tightly wrapped.
    Loose wrapped would have Rickey on back, tight wrapped would have him on top. Super cellos should have him on back.
