Canada 10 cent 1889, extremely rare! Grade??

came across this coin and am wondering about the grade it could get realistically.
any input is much appreciated, as I contemplate making an offer.

    Fine-12 or 15 Max. NOT even close to VF for two reasons.

    1) Canadian grading guide.
    2) the fact that foreign coins are graded by stricter standards than we use. Before I saw the posted answers I was going to bet that the majority of replies would be VF.

    The surfaces are pretty "ratty" in the images so I would not "straight" grade it either. If it were my coin, I'd price it at the VF level (around $1900 ?) so
    I could come down a little.

    Thank you all for being realistic with grading this very scarce (in any grade) Canadian coin.
    I had it pegged at F15 cleaned.
    but, I guess our host has a different opinion

    But never a VF30 IMO. Not even a VF20.
    Am wondering how long ago it was graded?

    I looked in several places, including an older copy of Charlton (2009) and don't understand the discrepancy between the mintage numbers listed and the rarity of the piece as suggested by the price. If I ever did know it in the past, I have forgotten. What's up?

    I have no idea what the story is with the 1889 at a issue of 600K.
    the 1890 is only 450k and a lot less $$$, so are other 10 cents in the 1800's.
    Perhaps Syl will have an explanation.??

    Most of the 1889 mintage was dated 1888.
