Submitting 1913 Fatima - card saver issue

Trying to submit some 1913 Fatima. Purchased some BCW tall cards sleeves that were the biggest i could find but they don't fit the cards. Trying to put in a card saver but the cards are so thin they are not going in well. I have them in large top loaders but PSA says they don't accept. Any ideas?

In fact the Card Saver III is not big enough either.
CS 4s hold up to 4.5x6.5", not sure what size these are. Beyond that I use comic book sleeves or whatever I can find for larger and have never had a sub rejected.
Maybe a comic book bag and backing board?
