COUNTERFEIT COINS & PCGS HOLDERS--- Can it be stopped ??

Yesterday I stopped at my LCS and saw a beautiful 1909S VBD in MS-65 Red in a PCGS holder. The coin was beautiful and the coin store owner and I talked about but I never the price. Today I Googled the coin and was shocked when this link came up:

So the question is, Can this be stopped? Can PCGS use a Watermark on the lable ? Can some kind of Plastic or Nylon thread be put thru the Plastic holder when the holder is being produced ( before a coin is inserted) ? Can there be some sort of micro-Printing on front or rear label? Any Ideas ? Its a real shame that people have to lie, cheat and steal from anybody but these are just as bad as armed robbery. Look at how much time went into making these fakes.

Your absolutely correct. They might as well put a gun to my head and take my $. Is PCGS aware of this because those slabs look authentic with the color changing label. How is this happening without any repercussions? This almost makes me not wanna buy a coin (like I said earlier) unless I get a private investigator, do a background check and pat down the person I'm buying from and only after we do a secret handshake. COMPLETE BS.

Their also advertising as 90% Silver on some coins but when you look at the specs it just says material: metal.
