    That's a 7 at best. Probably damaged in the encapsulation process.

    My take?

    Mechanical error - here's the card next to this one. You notice "this" card got a 7 - quite possible "that's" the 9?

    Yes, many in a row with next flip numbers same card and duel grading. I think it is 5-6 in a row, backwards and forward Hopefully is some level of mechanical error.

    It is a BIN,
    I like mine better with the signature placement
