Topps 1981 Pack Question

In 1981 Topps issued two over sized card sets, a Giant Photo card set of 60 ( 4 7/8 x 6 7/8) and a National 5 x 7 Photo set of 15. The National set had 10 of the same players and photos of the Giant set, and 5 players not in that set, and unlike the Giant set had no CLs on the back.

Below is the pack for the Giant cards. Does anyone know if the Nationals were distributed in packs and if so, the same type or different packs, and/or have a pack or scan of a National pack ?

The packs below are from the 1980 Topps 5x 7 Superstar set of 60 that came in gray or white backs. The Rice is white back and the Copper gray pack. Not sure about the single card pack

Al, just saw your question... I believe that the Super National set was only distributed in set form, with the sets rubber banded together in cases that were sold to dealers. I've never seen a National pack.
