1973 Blue Team Checklists - Can Anyone Explain This??

I was looking at the set registry for the 1973 blue team checklists. I noticed that Donald Spence’s retired set contained a PSA 8 Orioles checklist that was supposedly the only PSA 8 with none graded higher:
The thing is, there is a freshly graded PSA 8 of that card on eBay at the moment, which didn’t seem to make sense. I look at the population report and I see this:
What the heck does “Orioles vs. Devil Rays” mean? Assuming it’s just a mistake, how in the heck did PSA select “Orioles vs. Devil Rays” when this card was submitted 31 times without noticing the error?

And no one’s Brooks Robinson master set is complete without the all important 1968 Topps Venezuelan Orioles vs. Devil Rays....

ETA: 'Orioles vs Devil Rays' is currently in 2,254 sets (sometimes multiple times) in sets dating back to 1946.
PSS: It's not really that bad, looks like 50+ sets, not sure why all the rest were listed in the search results.
In the case of the 1973 checklists it created two spec numbers that really need to be merged into one. Yet in the Brooks it looks like the Venezuelan Orioles team card was just outright replaced.
ETA: from the list you generated it looks like there are a lot of shadow sets that need to be merged.
