Thank you. After looking this up, I still can't seem to find reference of this card under the name "Star Pics" on either PSA or tradingcarddb.com. I figure it's got to be on there somewhere, perhaps by another name? Trying to track it down further.
In the Frank Thomas master set there are a few Star cards listed with no cards numbers. I'm guessing it is either one of those or something that isn't on the registry. If any of the collectors of that set have published albums or showcases you could rule some of those out. I can't find any other images online that match so it's going to be difficult to say for sure.
Back in the 90's some just made cards up without paying any license fees. In other words a counterfeit or unauthorized card. This is my guess. Doesn't look like a STAR card to me.

Without a doubt that is a Broder's. A card that probably sold for a buck back in the day and literally has no real card value.

But for clarification’s sake, StarPics and Star were 2 separate card companies.

Definitely a broder from the height of their existence 90-93. They were big sellers at flea markets.
