2008 Gold Buffalo Coins

Couple questions.
Why are the one ounce buffalo coins sold at a premium to other years? Part of set?
Why do the PCGS 2008 proof buffalo coins sell at so much a premium to NGC?
Yes, I understand 2008 is the only year that fractional gold buffalo coins were made.

I'm 75 years old, so there is nothing new about me.

    There are three versions of the 2008 Gold Buff: bullion, proof, and uncirculated. The uncirculated one ounce Gold Buffalo has the lowest mintage of 9074.

    The lower mintage (sold) of the one ounce Buff was probably because of the fractional options.

    Perceived value of PCGS over NGC and other services.
