Canada 1970 Quarter on Ebay, a very unusual Mint Error. So far nobody can explain it. 3 days to go!

_This Canadian Quarter is definitely a mint error and NOT PMD. _
But so far, nobody was able to explain exactly how it happened.
hopefully someone here can shed some light on it.
notice how the TPG simply said "Multi strike".

well, it is at least double.
possibly 3x???
have another look .. you can not miss it..
But, how it happened is the Mystery..
One Canadian expert can not figure it out also.
I for sure have absolutely ZERO, a big fat 0 idea....
will be interesting to see where it ends.. had a couple of off line offers.
