I'd post on the US Coins Forum to get more views.
Appears to be off-center and struck while another already-struck coin was partially on top of it.
Has the date and MM.
When it’s authenticated it carries a bit more premium for error collectors.

Off center with partial brockage. Definitely a cool coin!

taking a closer look it is a full coin folded on the obverse.
Double reverse in the pike position with a high degree of difficulty. Nice.

I was just looking at another 1999-p reverse and notice that the U in united is different on the one I posted, any opinions?
Cannot make any opinions without pics.
Coin Facts:
They look very similar. Maybe the other nickel (the one you are comparing to and did not post) is different.
I am very confused. No pic of the other "u", but in any case, that is a major error you are comparing it too, so you can expect some anomalies might be present.
