Does Paypal charge buyers on Ebay everytime they buy a card? If so, then how much each time?

No... In a standard transaction, PayPal only takes fees from the seller... buyers aren't charged unless you pay friends/family with a credit card.

All transactions on eBay earns 2 points for every dollar spent using the PayPal branded card as the card of choice on my PayPal account. 6000 points is then redeemable for $50 cash deposited directly into my PayPal account. There are times when my Chase credit card will give 5% cash back on the first $1500 per quarter for PayPal purchases, and it is during those promotions that I switch my preferred card for payment over to my Chase card instead of my PayPal branded card for my purchases. There are many other similar credit cards out there that also earn great rewards or cash back for PayPal purchases in general, or eBay purchases where PayPal is used, specifically.
