Baseball Unopened Packs origin question

Hello all, I recently acquired a large lot (about 500) of 1995 Collectors Choice baseball, 4-card cello packs. The top cards are almost exclusively the then-innovative cards of the set including Rookie Class, Best of the 90s, Future Foundation, accolades such as 1994 All Star/ROY/etc. The back cards are usually between numbers 300-450 of the regular set.

Because of the cards chosen to be on top of the packs and show off the set features, my guess is that they were promo packs of some kind, but I'm not certain. Can anyone lend insight on if this is the case and how they were distributed?? I'd appreciate any opinions. Thanks!!
