I have subbed two different Jeter autos from the 1995 minor league set, and both came back questionable authenticity. I subbed both to BGS and both received authentication. My guess was PSA felt they were auto-penned.
I had a company issued 1991 Imagine Lou Albano come back questionable authenticity on my last PSA DNA sub. The guy that got those autos back then for the company was in the presence of each of the eight wrestlers who signed the cards. He did not even trust the wrestlers themselves with the stacks of cards. Oh well.

Is there any sort of legal recourse against card counterfeiters, at least with coins the secret service can come in and close shop?

Although these are still collectible

The Jeter could be the work of two cards becoming one. The mays no clue.

T222's PSA 1 or better
Did you do dual service? On pre-98 you have to.
Here's a March thread from Network54 that talks about the 1995 UD Minor League Jeter.

Apparently, the card was counterfeited and then fake autographs were applied to the fake cards. Your Jeter appears to match the counterfeits.
Here's another March thread from AutographMagazine.com, also talking about the Jeter:

Agreed, the Jeter matches the counterfeit. Thanks for the link Steve...good info.

Regarding the Mays card/auto, here's a thread someone posted on another forum:

I'm no expert on this card or Mays's auto, but the thread indicates this card is being readily counterfeited and sold on eBay.
TNTNorthNJ sells all these fakes regularly and seemingly has an endless supply
