Did eBay stop enforcing non-paying bidder strikes?

This guy bought multiple items, didn't pay. I check his feedback and it looks like he has done this dozens if not hundreds of times in recent months. Sellers can ofcourse only leave positive feedback saying he didn't pay. What the heck eBay.

    Sorry to say but there should be automatic elimination for NPB and bid retractions after a certain point.

    Ebay is too busy screwing sellers to enforce anything nowadays. Heck, they wont even enforce all these "reprints" that are unlicensed and show up by the thousands

    When did they ever?? I've been selling on eBay for almost 20 years and I don't ever remember eBay punishing someone for non-payment... eBay has to be among the worst-run companies in America.
