(Baseball) Fan Packs sent through the Mail (and digital)

I learned about this concept today, of emailing or snail mailing Fan Requests to MLB teams.
So I tried it out and so far I have received a few “No” relplies, tactfully worded to say I do not live in their “market”.
One Awesome team, known for requiring mailed requests, in their market, even replied!

This is exciting!
I am curious what the reasoning might be, for an exclusive locals only requirement that several teams seem to have. Maybe budget? I wonder if a SASE was sent would they still decline? That aspect is eclipsed by the teams that will “play ball”.

Mail:

Phillies (in process)
Yankees

Exclusive locals only:
Mariners (sent digital “fan pack”)

Will send pocket schedule
Orioles Pirates
Indians twins
Mets Tigers
Reds

This has been an entertaining (and FREE) alternative to TTM autograph requests.
