@Kkathyl Very very possibly could be.
This area may have an issue, a couple steps look fused, i.e., I cannot see a space between the steps.
Maybe it’s a nick on the capsule?
Our hosts definition of FS, “Full Steps, Jefferson Nickels: MS60 or better, at least five complete steps must appear on Monticello. Any steps that join or fuse together, whether created that way or subsequently damaged, cannot be considered for the Full Steps designation.” https://www.pcgs.com/grades/#gradeFS

The year would be an important factor. Many years steps are not hard to find.

It looks like our host has graded about 367 with full steps in MS grades for 2016 P. Most of the newer nickels from 2008 & up will have good steps. If you are able to cherry one out of a mint set or roll that grades MS-68 or above you have a nice find. The scrape on the steps of your coin I think would keep it from getting FS on the holder. If you do run across one that grades 69/70 you hit the $$$jackpot$$$

any mint sets that will not grade 69/70 I cut out the ones that look good and toss in box. Its difficult to get an entire set to grade MS 69/70 but most of the time it is due to one or two coins with milk spots or something like that. I usually look for purpose of having great coins and learning rather than hunt for the big bucks. I want to build a full five cent collection. Also just getting used to using a scope to evaluate. If all coins had been evaluated that way, we would not have many making the mustard stains.
