Declared Value based on Assigned Grade?

When submitting to PSA, how do I indicate the declared value will depend on the grade they assign? For instance, a PSA 9 might be $5k, but a PSA 10 could be $125K.

Declared value is for the replacement cost of the raw card you are submitting in case of damage or loss. Just put what it would cost you to repurchase the exact same quality raw card.
If you declare your raw Michael Jordan rookie to be $500, and it grades a 9, they will not ship it back to you until you add more money to cover the amount of insurance it will need.

Let's say I have one that I think has a shot at a 10, but it comes back a 9.
According to the Submission levels, I decide to submit as Super Express (up to $4,999) - this cost is $200
if it comes back a 10 (value is about $30K), do I have to pay the difference between Super Express Grading fee of $200
1) Premium = up to $24,999 and cost = $1,000 to grade (so extra $800 Grading Fee)
2) Premium Plus = up to $99,999 and cost is $3,000 to grade (so extra $2,800 grading fee)
Or does the Grading Fee not change. I just have to pay more for the insurance to ship it back to me?
Also, does the submission level influence the final grade? I mean, it really should not influence the final grade, I'm just wondering if it might???
Do not over-value your card, as I'm pretty sure they will not refund you anything if it comes up short of your grade. It is better to underestimate and let them tell you of any money that needs to be added.
Always keep YOUR money in YOUR pocket for as long as possible. Not just with PSA, but with anything.
