They never had to collect or refund the tax before so they left it up to individual sellers to handle it. In some ways, that made sense as the sellers are the responsible parties. Now that the new post-Wayfair laws have forced eBay to be the responsible party for some states, they had to figure out a way to do it.
I got a message from eBay. It is probably because NY State is one of those states where eBay is going to have to be a tax collector. I don't know how it will work for NY State vendors who are charging the tax themselves.
