Having trouble identifying this 1951-D 1c rpm/omm

It appears to be some sort of an rpm, I was hoping it was the omm for that year but i could not match up any die markers. I took pics from a few different points to try and get a view from every angle. Some thoughts would be greatly appreciated. 😁

Closest one I can see by placement & shape looks kind of like RPM #20.

Need to check a diagnostic... on the ONE there should be a die chip.
