Any Experts On 1967 Topps Who Am ?

I have been told that there are 2 different versions of these cards due to a law suit many years ago. It seems that one version looks real clean as in no scratching of picture. The others look like thay were scratched off. Price guides say that one has a caption but they both seem to have a caption after they are scratched. Did both versions come in wax packs back then? Any information would be valuable....

Thanks for the information...Does anyone know if both versions were in wax packs or did the second issue come after 1967?
