Return shipping USPS vs FedEx?

I have always shipped to PSA via USPS and have always selected "Insured Shipping" via USPS as my return option. They have always arrived as USPS Priority 2 Day. My last two orders which just completed and shipped yesterday, shipped via FedEx. I have never had this happen before. Is this normal? I always thought that the return carrier was whatever you sent it as or at least whatever was indicated on the order form. Has PSA been known to switch it up depending on the shipping department? Just curious, not complaining.
