Poland 1949 Grosz - odd packaging

Anybody recognize this packaging? By whom and when was it done? The doubling on the reverse is actually an impression in the holder.

    The character in the back is reminiscent of the bear used in sugar crisp cereal. Maybe it was a promo in boxes

    they redesigned the bear at some point so it would be before that

    It is a promotional piece that was in the boxes of Sugar Smacks (they may have been called something other than "Sugar" by that time. I'm guessing they date from around 20 years ago. There were coins of several different countries used in the promotion.
