1937 Quarter with a date issue

I am not all that experienced, and I've never come across this before. What is this line between the 3 and 7? It is not a scratch, it is raised, even casts a small shadow.

Yes, a die gouge
So my next question would be, of this is a die gouge, would it merit becoming a variety? I ask bc I recently sold a proof quarter that was PCGS certified as a die gouge variety.

The slab did not say it was a variety but annotated what was unique about that specific coin, no?
The slab gave the FS #. It's a 1956 proof quarter, the slab says reverse die gouge FS 701
That is a recognized variety.
For the OP you’d need to see if that is a recognized variety. Check the CPG. PCGS recognizes the Fivaz-Stanton Varieties from the Cherrypickers Guide, Fourth Edition Vol. II and Fifth Edition Vol. I
That was my question, which I know may be difficult to answer, what is that determining factor that gives one die gouge an FS#, and not others.
Or does anyone know how to get in touch will Bill Fivaz these days? I'm by no means thinking I have the next big thing, I would just like to learn a little more.

I did not notice it at first, but if you zoom in on the close up, there is a separate mark from the bottom of the 7 to the inside of the rim
