Anyone ever send in a coin for reholder and have it comeback as a Gold Shield without asking?

Just had this happen. A non-Gold Shield coin, sent for just a reholder/TrueView, value under 3K (also under 3K as per PCGS price guide)...
Came back in a Gold Shield holder. I looked at all the rules but I'm confused. NOT complaining, just confused.

Maybe PCGS thinks the value is over $3000. Or just a freebie Gold Shield. Or someone keyed the wrong code.

how does a coin not qualify for the GS slab??
Unless I am mistaken. All coins qualify for Gold Shield if you pay the $5/coin fee. Unless it’s free with that reholder special.

I understood it as a coin has to be valued over $3K to get the service. So is this saying that any coin can get Gold Shield service but over $3K in value it's required?

I've read about the features that gold shield offers, but it isn't exactly clear to me what you lose out on if you don't go gold shield. Other than including true view, does it just provide added protection in case your coin is stolen and somebody tries to holder it? Do you not otherwise get a guaranty of grade and authenticity?
