Asian Token Possible Propaganda Token?

I don't even know if this token is Japanese or Korean, but I think it's one or the other. A Duck, similar to Daffy Duck or something else is giving the USA the universal salute, at least that's what I'm thinking. Am I wrong? Anyone ever see it before, I'd be happy to hear anything about it at all.
