This is a charm of some sort, with a dragon and phoenix on the obverse.
The character at 9:00 on the reverse is bao. I believe that is translated here as treasure or wealth.
Finally, what looks like Arabic script on the obverse, at 12:00, leads me to believe that this may be from an Islamic area in Asia. Other than this, I do not know enough to say more.

Well, I checked my own Qian Long cash and sure enough, the characters are correct. If it was not so late, i would try to confirm with my paltry references, but here is my best Qian Long.

Forgot to mention: I am not asserting authenticity. These coins were heavily counterfeited, and I know too little about them to say one way or another. (TBH, the OP coin has an odd 'look' and hue for a bronze coin.)
It is copying the design of a Qian Long coin, but it certainly isn't as old as a genuine Qian Long coin. It appears to be machine-struck, rather than cast.

My wife says this is from Qing dynasty, from the Emperor Qian Long.
It helps to be married to a real Asian for when I need help like this.
