I don’t know but there will be no production limit at least till they decide to stop making them.

With a "W" mintmark, I was hoping it would be gold or some other precious metal.

Who is using the word "premium" and in what context?
In the old days a premium was a promotional freebie included with a purchase, which is what this cent is.
It is also a proof coin, which is a premium product in the modern sense.
