Applesauce Lorraine (Rocky & Bullwinkle Know)

I do not know what to make of this medal. I got it because of the rose on the reverse. Which is part of the mystery.
The medal honors Count Karl von Webel, apparently in his role as Imperial Governor for Alsace Lorraine. 1907 to 1914.
The rose of Lippe may have something to do with his ancestry. From what I can ascertain, the medal appears to have been issued by an organizaton of innkeepers. Why? I have no idea.

    For Applesauce-Lorraine one would have expected the Limburger Lily rather than the Rose of Lippe.
