1997 Ultra Promo -- What am I?

I recently picked up an entire 1997 Ultra set with an extensive collection of inserts, base parallels and promos. I'm having trouble identifying this one though. Anyone know what this is? What it was meant for? How it was distributed? I can't find out anything about it.

I'm guessing that's the Sample Terrell Davis from the set. There's a Terrell Davis (same front) from this set that was used as a sample. It has a regular back, like the base cards, but is unnumbered and just says sample instead of a card number. There are some of them listed on eBay as promos.

Didn't Toys r Us use plastic vending boxes/displays that let you take the packs only one at a time? Looks like it was a display to show that you'd be getting Ultra Football out of that slot

Thanks, guys, that definitely makes sense. I was completely out of the game in 1997 so no clue how the retail was distributed. The set/lot came with a second one that has the tab cut off.
Now i just need to figure out what's so special about a Favre Gold Medallion. The previous owner had it completely separated in the sheets from the rest of the Gold Medallions but I can't seem to find a difference yet. Took me a while to figure out what the Reebok cards are.
