Markings on a Franklin half dollar

I just opened the mint envelope of this 1963 proof set.
Can anyone tell me what these marks are on this coin?

    If you are going to scrutinize your coins ( which is generally a good thing) you need to learn to recognize scratches on the holders.

    If you are referring to what I am seeing, this are just scuffs/scratches on the mylar from the coin. If you gently slide the coin inside the space the scratches will not move with the coin.
