- Does CAC accept ANACS holdered coins, and if not, why?
- If an MS66 coin was sent in and was actually a proof, what would CAC do, not give a sticker and tell the submitter that it was indeed a proof, not give a sticker and return it without an explanation or place a gold sticker on it with an explanation.
- Do they utilize pmd on uncirculated coins to make their decision such as ticks, spots or strike, or color and fields?

Heavily EDITED by me: AFAIK, CAC will only sticker coins from the top two major services. It is a business decision. Best to keep things as they are.
Unfortunately the CAC approval rate for coins graded by ANACS would be extremely low, as Insider2 said "It is a business decision."
I believe if CAC notices that a coin is mis-attributed it will tell the submitter.

PMD as ticks, nicks slight marks of indeterminable origin and/or stains.

Eye appeal is a component of mint state grading. Anything that affects eye appeal or market acceptability is considered.
They don’t do ANACS
Those matters are just as important to CAC as they are to NGC and PCGS. From my experience, however, original and unmolested coins do the best at CAC. I won't define originality because there will be a deluge of disagreement, and I have dipped coins myself that subsequently CAC'd, but I try to find coins with as few deliberate alterations as possible and submit them.
