As far as the DDR - - could be, but I'd like the DD specialists to chime in, who
are more familiar with all the different DDR's on this State Quarter.

I don't generally use the term "toning" on circulated modern coins - by that time, they're just dirty - and "toning" adds no value IMO.
It does not appear to be the "big one", but I can definitely see something there... One of the CPG guys may chime in, but in it's present condition it would (again IMO) have little value beyond the cool factor and the fact that you found it.
