Possible inking error?

I received this in circulation the other day and I’m not sure if this is an inking error or post BEP inking? I’m not sure how to decide if it is indeed an inking error. Appreciate some help if possible. Thanks!

I would suggest a cotton swab with acetone (nail polish). Swipe the large area, if ink comes off it's a post BEP inking.

From the position on the top edge it appears to be from bank pack marking pen for packs that go into ATM MACHINES. Some use the very large tipped pens that bleed heavily.

That is almost an inch, pretty sloppy pen if true

I see where it is most likely from the bank, but I wonder how the streaks and splatter spots of ink originated if the pack was marked while bundled. I don’t know enough about this too make an educated guess.
