Bad cert #, frosty slab, how's this flip look?

I couldn't find this issue in the pop report anywhere so I finally just looked up the cert #.... nothing came back. Appears to be some frostiness on the left side. Does anyone recognize this flip as a legitimate style?

The 'PSA' in the top of the red looks way different than any I've seen before.
ETA: Amazingly, the barcode matches the cert #.

Interestingly, cert numbers 07093966-07093975 are all 9s of the 1994 Iverson card. And no 1995 card is listed in the Iverson master set.
Never mind, I guess the 1994 is a different card. But why would the 1995-96 card not be in the master set??
