Do PCGS and NGC limit their liability on Russian and Chinese coins?
I thought at least one of them did, but I can’t find details anywhere.

In what way? Please explain your original question.
It was my understanding that for a while PCGS would only guarantee world coins up to $1000.00 for authenticity. I'm not sure what the status is now. I've actually been wondering about it lately.
