If the binders are well organized and by country, you could probably do well by selling them by country. I bought several pages from a dealer on eBay that way once and it was kind of cool. I have a few minor sets of relatively less valuable things that are actually harder to find in nice conditions (think mid-century Spain, France, etc).
In any case, immediately breaking down binders and mixing things up may not be a great approach if they are already in an organized format. And, even if there are some silvers in there, a person looking for a bulk lot might appreciate having those present too, even if priced in. Just because it's foreign and silver doesn't mean it needs to get sent to a smelter (there can be a lot of value sometimes--and if not, the smelter works).
And, if the dude had an album for Albania or Japan shoot me a PM That said, if they are swimming in a sea of PVC then that might not be so great. If you have some questions check out the 'world' forum too...it's a generally friendly place and you can maybe get an idea on a few things if you get stumped.
You could always donate bunches of the low to no value foreign coins, especially those with old dates, strange shapes, and mint created holes, to the Boy Scouts for Coin Collecting merit badge.

Yes, that's the problem with those hoards. And often the bottom 20 or 30% is almost impossible to sell at anything above firesale prices.
When I first started "dealing" I thought it was fun and exciting. But I was still a collector at heart. Now, I'm often secretly hoping that my bid is rejected.
Starting about 5 years ago, I spent 2 years buying a hoard from a guy. He insisted on looking everything up on eBay before he'd sell it to me. First group, I was very generous hoping he'd come up with good stuff. I lost money on that first group. Then the stuff got worse and worse. I kept hoping he'd go somewhere else, but no one in town would pay near what I was paying.
It turned into over 7000 eBay lots plus I don't know how many wholesale lots. I paid him slightly over $50,000. And, here I am, 5 years later and I've still got a big box of crap and I've only turned a $200 cash profit. I think that works out to about 1 cent per hour. LOL

even if it theres a lot of silver, you're looking at a nightmare of getting everything out of the sleeves and 2x2's.

I viewed a similar collection rencently. Composed of junk silver, low end junk collector coins many AG or cleaned, and material not worth above face.
They did not take my offer and relieved as another much better deal, very nice material came up deal worked out and has been a acquired.
Forgot about the $1226.51 face in spendable $$. Lol
