Without provenance, you may never know for sure. It could be a proof or just part of a sheet that slipped through without getting the back printed. It's not uncommon to find Topps cards up through the early 90s missing either front or back printing.
I've never seen an unopened box from this series, is it possible it was cut from one of those? From the back, it appears to be hand cut.
