No - they scorched the bar. Instead of asking how low can it go, the new phrase is how high can it (the grade) go. The sky is the limit with grade inflation.
I don't know......but I'd think twice before blowing 5 figures on the OP coin that's showing a partial VDB. Potential future buyers may take this into consideration when a more perfect detail example is available and others surface with far truer centered and bolder strikes. Far too risky of a buy this one.

I like to add, not MS68 quality if those two "deer in headlight" marks on coat and by date are cuts into the surface of the coin. A coin can have such marks if they are hidden and hard to find.
Here's a MS68 6 step example I used to own, 1 of only 2 graded this high by NGC in the early series. My first coin to feature in a Heritage auction. There are two marks and a light scuff by the mint mark. But my point is, only in high resolution can one of them be seen. The other mark can be found without high magnification.

With the cut under the date, I would NOT buy it in a 67 RD holder either. There are superior coins in 67 holders IMHO.
Frankly, the mark under the date couldn't be more distracting.

I prefer the look of the one recently graded personally.
So....what you're saying, all coin series should not follow the same grading standards.
