2001 One Dollar Bill - Rare?

I have just read that the 2001 Series One Dollar Bill is rare, can that be true and if so why? I was looking through paper money worldwide that I have accumulated over time and serial number F 70454221 A (Paul O'Neill) has made an appearance, along with two more from 1999 A 63212309 B and G 88535827 A (Lawrence Summers) neither of which have the green star adjacent to the serial number so one assumes they are original bills?

    The signatures are tied to the series, or vice versa.

    There are no "rare" series in modern US currency. There might be uncommon combinations of Fed Bank letters and star notes. There are also some that are less common in uncirculated grades.
