What's the deal with the 1974 OPC Hank Aaron Special cards?

In the Topps version, the '74 set commemorated Hammerin' Hank with the subset showing 4 years worth of cards at a time. In OPC, there are 4-year cards for 1954-57 and 1970-73 but the years in between all just show 2 years (ie 1960-61, 1968-69).
Anyone know what the rationale was for this?

Look at the back. Since they had to write everything twice(English & French) it took up more space and thus needed more cards.

Wow - I never realized there were extra Aarons. I just assumed OPC did not make an Aaron some years so those photos were omitted. Glad to know the real story and that the answer is extra cards.
