New Bulk Grading price structure?

I heard (from a very reliable source) that the Bulk tier is going to have some significant changes in the very near future. Anybody have any details?

(And please don't reply, "why not call Customer Service and ask THEM?" THEY are notoriously unreliable.

    The rumor I heard is a flat $8 fee regardless of whether or not the coin meets the minimum grade specified and regardless of what % of coins meet the min grade.

    True bulk has to be thousands of annual submissions.

    Otherwise, they do have a faux bulk rate
