I saw this, and my initial thought was, I thought CGA was banned.

Geez, no way !!!
eBay has never really enforced this at all. There are dozens of CGA graded notes on eBay at any time.
I "report" ("prohibited....stamps, coins and currency...certified) every note that I see listed...usually doesn't make much difference to ebay..because they mostly stay on the site..many selling....but here is a seller that must have had his notes taken down...read his description

They originally started out enforcing it but have since become lax on it.
