    another offer I did not get. Have not bid on an item in over a month now. Maybe this will entice them to give me one of these offers.

    It may be the opposite. It seems (to me) that people who buy the most on ebay get the offers. Ebays know that they will be used and increase ebay's (sales?) for the quarter.

    never worked in the past. I bought things all the time and have never got an ebucks offer.

    I don't think there is a rhyme or reason for who gets the coupons. I have several accounts. My main selling account and main buying account NEVER get them. I have 2 more accounts used only when I get these promos, and one gets them all the time, and one only gets them once in a blue moon. I have every account set up to receive them.
