Can someone tell me if this is a misprint or someone messed with it?

Someone messed with it. It is probably half of a "two-headed quarter". They often made them by hollowing out the back of a quarter and then inserting the head of another quarter so that the rim hid the seam.
Looks like someone chucked it into a lathe and turned the reverse off. Is the reverse rim raised where it steps down?
Machined

Agree.
What is that mess/pattern in the center area - could that be dried epoxy?
Looks like half of a coin container. Peace Roy
