1959 Topps Bob Miller

I recently purchased a nice psa 8 of what i thought was the 1959 rookie of the Cardinals Bob Miller, the righty who pitched from 1957-1974 for several different teams, starting with the Cards in 1957.
In the 1950s and 60s, three different Bob Millers pitched in the Majors. The other Bob Miller pitched with only the Phillies from 1949-58. This Bob Miller never played in the cards organization.
The back of the 59 Cardinals Bob Miller has the Phillies Bob Millers stats with the Phillies. The 59 Cards Bob Miller picture is also the same picture Topps used for 1958 Topps Phillies Bob Miller.
I guess my question is, which is considered the Cards Bob Miller rookie?

I would think the 1960 Topps.
On Feb 4, 1959, Bob Miller of the Phillies was sent to the Cardinals as part of a conditional deal.

On ebay there are multiple listings for 1960 Topps Bob Miller that reference it as his rookie card
There was a Bob Miller that pitched for the Tigers back in the mid 50s.
