Is this a new EBAY selling option?

I have never seen this before where there is an opening bid and a make offer option as well.

I think you can make a BO until the first bid is placed.

Thats not the case with a card i won recently. It was a 10 day auction starting at $50 with best offer option and I made a $40 offer(declined), bid $53, then sent best offers of $60(declined) then $80(no reply) all in that order. I won it for $53. This was roughly 2-3 months ago.

This has been an option on eBay for a few years now. The last time I was selling a bunch of comics roughly 3/4 years ago on eBay I was able to list like this. Basically then you could only use the BIN or Best Offer option until a bid came in. That part must be a recent change.

Is this a new EBAY selling option?
