Possibly a Randall Hoard coin, this is ex-CRO and now green-beaned. Coin still resides in the old PCGS generation 3.5 holder which as per @Conder101 was likely used only in the last week of December 1989 (wow, almost 30 years!).
LIBKETY variety not designated on the holder. Likely the second finest after the 1 pogue/hansen 66 though there are 2 65+ i believe, this far exceed those 65+
