Inscription Removal

I recently looked up a PSA certificate I found on an item listed on Ebay.

It has a note saying "Inscription Removal"

I was wondering if someone could explain what this means? The photograph does have an inscription of "Best Wishes", but I am not sure how that ties into the removal part.

    It may have initially included something to the effect of "To Bob..........."
